Mayor Naglin (New Orleans) is a desparate man. He will probably be voted out of office and he knows it. He is now wanting to increase gambling in New Orleans, as if the city wasn't full enough of that type of activity in the first place.
He couldn't figure out how to communicate with his city on a timely basis before the hurricane then he couldn't mobilize transportation that was available in the city to evacuate citizens.
Now it makes sense that he is helping to hinder the education process in the city as well. I misjudged this man originally. He is a fool. He has the opportunity to work from the ground up and get things RIGHT. Instead he is trying to repopulate the city before it should be inhabited... before simple life services are even available.
